EC Approves the Bulgarian Scheme in Support of Tour Operators

The European Commission has approved the Bulgarian scheme for 28 million euros (55 million levs) in support of tour operators forced to limit or suspend their activities due to restrictions in the context of the outbreak of coronavirus, BGNES reported.

According to the measure, tour operators have the right to receive 35 euros for each passenger who has booked a tourist package through them, including a flight in Bulgaria. Access to the measure covers flights between 14 May and 31 December 2020. The scheme will take the form of direct grants. The measure applies to all tour operators and carriers, regardless of the country of registration, and to all passengers, regardless of the country of origin. Its purpose is to stimulate inbound tourism. It will facilitate access to finance and alleviate the sudden liquidity shortages faced by the companies concerned.

The commission found that the Bulgarian measure complied with the conditions set out in the temporary framework, the EU Reporter reported. In particular, the aid will not exceed EUR 800 000 per company and will be granted no later than 31 December 2020. On this basis, the Commission approved the measure in accordance with EU state aid rules.
