Dalkia Unit in Bulgaria Fined for Market Position Abuse

Bulgaria's anti-monopoly watchdog slapped a BGN 232,242 fine on a Dalkia unit, which runs the heating utility in the coastal city of Varna, for market position abuse.

Dalkia Varna has breached Bulgarian laws by attempting to sell its services directly to customers, rather than through a licensed intermediary company, the Commission for Protection of the Competition said in a statement.

Dalkia Internacional and Bulgaria's sale body signed the agreement for the acquisition of 100% stake in Varna heating utility by the French company shortly after the country joined the European Union in 2007.

Dalkia Internacional was selected winner in the tender for bidding for 100% stake at Varna heating utility in October 2006.

The French bidder emerged as preferred buyer with an offer of EUR 6.78 M for a total of 39,648 shares of Toplofikatsia Varna EAD.

Second came the offer of UK's ENER-G PL estimated at EUR 6,200,026.

Dalkia ran also for the tender sale of 100% stake in Russe heating utility, northern Bulgaria, but was outbid by Slovenia's Holding Slovenske Elektrarne (HSE).
