French President Nicolas Sarkozy said Friday that “without doubt” the Lisbon Treaty is going to enter into force on December 1, 2009.

“After the compromise achieved with the Czech Republic last night removed the last obstacle before its ratification, the Lisbon Treaty is going to be in force on December 1,” Sarkozy said after the end of the summit of the EU Council in Brussels, as quoted by BGNES.

The President of France also announced that a new EU Council summit might be held in the middle of November 2009 in order to discuss the nominations for the new positions of President of the EU and High Representative on Foreign Policy that are to be created once the Lisbon Treaty is ratified.

Late Thursday night, the EU leaders agreed to grant the Czech Republic an opt-out from the EU's Charter of Fundamental Rights, similar to that of the UK and Poland after the Czech President Vaclav Klaus refused to sign the Lisbon Treaty into ratification.
