Conversion and Rounding Rules

The draft law outlines the procedures for converting and rounding monetary amounts from Bulgarian lev (BGN) to the euro (EUR) as part of the transition process. It emphasizes the importance of accurate conversion and rounding to ensure the legitimacy and smooth implementation of the euro adoption.

The regulatory act establishes a mechanism for automatic conversion of BGN amounts to EUR and sets forth essential rules for the conversion and rounding processes. Incorrect conversion and rounding could undermine the integrity of the euro introduction process. Concerns are raised about the potential for price increases due to improper currency conversion, which is a common worry among citizens.

Costs associated with adopting the euro in the private sector are expected to be covered by businesses themselves, without compensation from public funds, according to the impact assessment report. This means that small and medium-sized enterprises (SMEs) will not receive proposals for cost compensation related to the implementation of the law. The state's stance is that each entity, whether private or public, should bear the costs arising from the euro introduction and its organizational and technical preparations. The transition to the euro is anticipated to bring several benefits for small businesses, including lower transaction costs, increased foreign investment and tourism, lower interest rates, and access to a wider range of EU financial assistance mechanisms.

One significant challenge for traders is the requirement to list prices in both Bulgarian lev (BGN) and euros during the transition period. This obligation will apply from the decision on Bulgaria's accession to the Eurozone until 12 months after the actual membership date. The draft law outlines rules for displaying prices in fiscal receipts, with specific stages and indications for both BGN and euro equivalents.

Regarding the costs associated with adapting fiscal devices and integrated automated systems for the management of commercial activity, manufacturers and suppliers have provided estimates. For fiscal devices, costs include finishing, testing, and approval, firmware updates, and potential on-site assistance, while costs for integrated automated systems vary based on model approval and system modification updates. A survey conducted by the Ministry of Economy and Industry indicates that businesses anticipate costs ranging from BGN 500 to over BGN 10,000 for double labeling of prices and other related expenses.

In the financial sector, credit institutions estimate significant costs for exchanging banknotes and coins, withdrawing leva currency from circulation, and system adaptations. Investment intermediaries, insurers, and pension insurance companies also expect costs associated with adapting information systems to the euro transition.

Overall, businesses are bracing for various expenses related to the euro introduction, including system updates, staff training, production of labels, and internal reporting systems. While some entities anticipate significant costs, others do not expect any financial impact.
