On April 28, 2021, at 09:00 a.m., President Rumen Radev will service the state mandate to form a government to the prime minister designated by the second largest parliamentary group in the 45th National Assembly - There Is Such a People (TISP).

That's what the president‘s press office said.

Earlier this month Rumen Radev held consultations at the President’s Office.

He met with representatives of all parliamentary groups: GERB-UDF, There Is Such a People, BSP for Bulgaria, Movement for Rights and Freedoms, Democratic Bulgaria and Stand Up! Mafiosi Out! Then he handed the mandate to GERB - the largest parliamentary group. GERB-UDF returned the mandate to the President.

Today, former constitutional judge and expert in constitutional law Prof. Plamen Kirov commented in an interview with BNR that Radev should immediately service the second state mandate after it became known that it will not be implemented.

"The candidate for prime minister designated by the parliamentary group of this party (TISP) will act as a messenger pigeon. He will formally accept the mandate and return it on the spot. In this situation the president has nothing to wait for. /.../ Practically the president‘s any move will be to his disadvantage. He must act immediately."
