BAS: There should be Transparency in the Distribution of Subsidy among all the Units of the Academy

Part of the information in the media about the protests of the employees of the National Institute of Meteorology and Hydrology (NIMH - BAS) is untrue. This is what the academy says in an open letter sent to the media, BGNES reported.

In the letter, the scientists state that the BAS budget, which this year amounts to 98 million leva, is divided into five components. 13% of the funds go to operating activities, taxes, security, international activity. 68% of the budget goes to provide wages and social security contributions, 17% is distributed amongst the institutes for achieved scientific results. 2% of the funds at the disposal of the Academy are allocated to the units to cover their communal costs.

According to the budget approved by the General Assembly of the Bulgarian Academy of Sciences, the NIMH subsidy for operating activity in the year 2018 is BGN 1 330 000, for the payment of membership fees in international organizations - BGN 3 189 556, for scholarships and support for PhD students - The budget of the institute for priority and centralized expenditures is BGN 4 568 865.

The authors of the letter say that the Academy also has BGN 413 612, which are the extra-budgetary framework and from the non-requested funds. Despite the fact that last year the Council of Ministers allocated 15 million leva to be "distributed among the units of the Bulgarian Academy of Sciences based on an assessment of their scientific work and its results" this is not the case. Of these funds to promote high-quality publishing activity are allocated not 80%, as alleged, and 35.5% of the stated amount. For reflections in the world scientific literature - 14.3% were allocated.

Specifically for its 82 scientists, the NIMH received a subsidy of BGN 462 903 for 2018. 

Given that much of NIMH's activity is operational but it is provided with priority on other items, these funds are only for stimulation of the scientific activity of the scientists in the institute, so the budget subsidy for NIMH, excluding the total academic costs, amounts to BGN 13 855 700, which represents 14,6% the total subsidy of the Bulgarian Academy of Sciences, which has 42 scientific and several specialized units.The management of the Bulgarian Academy of Sciences does not consider that the funds for NIMH's activity are sufficient but a fair distribution of the subsidy between all the units of the BAS is required by clear and transparent criteria.
