Nearly a quarter of children enrolled in Sofia's nurseries and kindergartens have chronic illnesses. This shows a study by the non-governmental organization National Committee for a Quality and Innovative Education System. It is based on the information in the application and reception system in the municipal kindergartens.

According to representatives of the same organization, receiving a protocol from a commission that the child has a chronic illness is an opportunity to enter a kindergarted in the "second way" or in other words it is a loophole for easier enrolment since this has been an issue for many years. That is why the committee wanted to change the rules for reception in the kindergartens.

In the end, the municipal council decided to restrict places for children with chronic illnesses and to receive them through the electronic system like the rest. The National Committee for Quality and Innovative Education Systems has sent a letter to the Ministry of Health asking for a working group to analyze the children's suffering in Sofia and to look for reasons and solutions to improve their health status. According to the organization, data about so many sick children are worrying. A letter with similar content was also sent to the World Health Organization.
