Prosecutors have filed the indictment of former Sofia District Governor Veselin Penev with charges of abeyance with the Sofia City Court.

Allegedly, Penev sold a property named Tsarski Konyushni ("Royal Horse Stables") and completing two other deals much below market value.

He is also charged with the use of public funding to launch a tender and lease a vehicle from a company tied to his own brother. The SUV was not needed as Penev's administration possessed a car suitable for its needs, the prosecution says.

In 2006, an apartment owned by the administration and sold to a former chief secretary of the Interior Ministry was allegedly taken away from the latter, on Penev's orders. The governor then sold the property below market value, according to the indictment.

Bulgaria's outgoing government said last year the deal would be contested in court.
