Bulgaria President Stands Ready to Form Caretaker Govt After Election

Bulgarian President Rosen Plevneliev has made it clear he will work with whichever candidate wins the presidential runoff.

Plevneliev, while casting a ballot in the second round on Sunday, has added he wil call the "elected candidate" in the evening (before official results are announced). "I will invite him over to the Presidency as early as tomorrow [Monday], in a time convenient for him, so that we start working together. I will tell him about the tasks of the day."

The head of state has asserted he stands ready to form a new caretaker cabinet in the event of a government resignation.

His words come as Prime Minister Boyko Borisov has vowed to step down if the opposition candidate Rumen Radev defeats the main ruling party's Tsetska Tsacheva.

Plevneliev has urged citizens to vote actively in the election.

One of the main political conclusions that should be drawn from the vote is that the mass participation in last week's referendum should bring about concrete results, he has argued. "This is wy we need a working National Assembly [Parliament]."

The referendum in question, asking citizens on three issues related to the electoral system, fell short of the threshold that would have made it binding (an estimate that is now being appealed) but wil be submitted to Parliament for a vote, with the two biggest parties intending to back the result. 

Regardless of the result, the current legislature stays in office at least until January as the incumbent President has no right to dissolve it less than three months before his term ends.
