The Russian Foreign Ministry has said that relations between Moscow and Ankara at the official level cannot be restored but Russia wouldn’t wage any campaign aimed against Turkish people or businesses, TASS reported on Tuesday.

"Concerning the Turkish officialdom, there are no prospects. Those people did what they did. As we now perfectly understand, it was their conscious choice,” the Russian news agency quoted Foreign Ministry spokeswoman Maria Zakharova as saying at a news conference on Tuesday.

Concerning relations between countries and peoples, however, “they will certainly continue to develop," Zakharova added.

She also said that there could be no counteraction campaigns targeting Turkish people and businesses.

Russia's relations with Turkey soured after the Turkish Air Force shot down a Russian warplane close to Turkey’s border with Syria in November 2015. Ankara accused Russia of violating Turkish airspace -- a claim consistently denied by Moscow. In response, Russia imposed a slew of economic sanctions on Turkey.
