Strahil Angelov, a Sofia Mayor candidate backed by the Bulgaria Forward movement, is heard saying this in a radio spot that is part of his campaign.

Angelov made headlines in November 2013 by visiting war-torn Syria for three days as Chair of the Group for Friendship with Syria in Parliament. He was a member of the Bulgarian Socialist Party (BSP) at the time.
