Bulgaria’s Health Minister Revokes License of Private Hospital

Bulgaria’s Health Minister Petar Moskov has revoked the license of a private hospital, Surgery Hospital „Papurov” in Targovishte.

Moskov, as cited by Sega daily, made clear that the license had been revoked because the hospital resorted to fraud schemes to drain the National Health Insurance Fund (NHIF).

He also accused the hospital of registering fictitious patients and illnesses.

Moskov noted that this was the first time that a health care institution had its license revoked in Bulgaria.

He announced that an investigation in 2007, which had lasted 9 months, had uncovered that the healthcare facility had drained BGN 200 000 from the NHIF budget over the same period.

Moskov told journalists that the violations carried out by the hospital had been conclusively confirmed with a decision of the Supreme Court of Cassation (VKS) from July 27, 2015.

Bulgaria’s Health Minister said that the executives of the hospital had been issued a 3-year suspended sentence by VKS, the court of final appeal.

He explained that the probe at the hospital had been launched in 2007 on tip-offs of patients and the NHIF.

Moskov assured that any hospital which violated patients’ rights or drained money from the NHIF would have its license revoked or have its contract with the NHIF terminated.
