Bulgarian President Signs Decree on Appointment of Top Judge

Bulgarian President Rosen Plevneliev singed a decree on the appointment of Lozan Panov as chairperson of the Supreme Court of Cassation (VKS) on Tuesday.

The decree was issued after a meeting between Plevneliev and Panov was held, the presidential press service reports.

Following Panov's election by the Supreme Judicial Council (VSS) on January 29, NGOs and judges protested, calling on the President to hold public consultations prior to signing the decree.

Their motives were the lack of clarity on the criteria through which VSS made its choice, as well as doubts on the secrecy of the ballot.

At the meeting with the Head of State, Panov committed himself to respecting the principle of impartiality of judges and continuing the reform in the judicial system.

Plevneliev and his administration assured that they had closely followed the whole procedure on the election of the chairperson of VKS.
