Justice Minister Proposes Better Coordination with Supreme Judicial Council

Bulgaria's Justice Ministry will establish a special directorate which will provide better coordination between the minister and the Supreme Judicial Council (VSS) and the bodies of the judiciary.

The reorganisation of the VSS was one of the main recommendations, featured in the Cooperation and Verification Mechanism (CVM) report, issued by the European Commission (EC) last week.

Justice Minister Hristo Ivanov will table the ministry's new rules of procedure for discussion at the Council of Ministers, daily Dnevnik reports.

The reforms foresee the establishment of directorate “Strategic development and programmes”, which will be responsible for CVM and projects and programmes funded by foreign donors.

The restoration of the Council on legislation in a separate directorate will also be proposed.

The council will compose drafts of normative acts, prepare statements on the compatibility of draft laws with the constitution and issue statements on bills tabled by MPs.

Part of the directorates in both the general and specialised administration will be divided according to the functions entrusted on them in order to ensure better control and raise their effectiveness.
