Members of Bulgaria's Energy Watchdog to be Elected by Parliament

The members of the State Commission for Energy and Water Regulation (DKEVR) will be no longer elected by the Council of Ministers, but by the Bulgarian Parliament.

The members of parliament approved the proposed changes at first reading on Thursday, electronic daily Dnevnik reports.

The amendments to the Energy Act were tabled by the caretaker government of Prime Minister Georgi Bliznashki.

Thus the energy regulator will no longer bear the definition “state” in its title.

The proposed changes provide for DKEVR to be split into two parts – one dealing with energy and the other responsible for water supply and sewage, both being under the guidance of a common chairman.

The period for submitting concrete proposals between the first and second reading was extended from 7 to 14 days at the request of the chairperson of the parliamentary Energy committee Delian Dobrev.

Dobrev said that the discussion of topics, such as the experience of DKEVR's members, their number and the liberalisation of the energy market, was forthcoming.

He added that Bulgaria should be heading towards complete liberalisation of the energy market.
