Bulgaria’s Health Minister to Submit Reform Plan by end-November

Bulgaria’s Health Minister Petar Moskov has vowed to present a plan for reform in the sector by end-November.

Moskov, as cited by dnevnik.bg, made clear that the plan would highlight spheres in which the country was lagging behind other EU Member States, including the health of mothers and children, where the mortality rate was higher than the EU average.

He noted that a strategy for the reorganization of emergency care would be submitted to the Council of Ministers in a few days’ time and that public procurement procedures for e-healthcare would be launched next week.

Moskov said that the Health Ministry was working on two packages of measures which could be applied in 2015, adding that the first one involved control functions of the National Health Insurance Fundand the Health Ministry, while the second one included scenarios for overall change of the financing model of the healthcare system.

He informed that the healthcare budget for 2015 would be equal to the 2014 budget plus the several updates.

During Thursday’s briefing, Moskov presented his two deputies, Vanyo Sharkov, Boyko Petkov and Adam Persenski.
