80% of Buildings, Facilities in Bulgaria Illegal – Expert

Some 80% of buildings and facilities in the country are illegal, Deputy Chair of the Chamber of Architects in Bulgaria architect Nikolay Galabov said, Wednesday.

"Those are not totally illegal buildings without any permits, but the investment process is very complex in Bulgaria. The authorization is problematic and controversial, as well. Hence house extensions are complicated and expensive. Bureaucracy is cumbersome. This makes people find easier solutions to the problem and this is how the piling of illegal balconies and glazing begins,” Galabov told Bulgarian National Radio.

According to architect Galabov, procedures should be alleviated: "There is no need to adopt new procedures, we should learn from the experience of other countries. In France, a house up to 200 square meters does not need a permit at all. In Bulgaria, responsibility falls solely on those in power, on ministries and mayors, which stops the process and makes it more expensive."
