President Rosen Plevneliev has asked parties to overcome their differences to resolve three pressing issues before the Parliament is dissolved.

Speaking Thursday after consultations with the parties represented in Parliament, which were organized after the approval of the resignation of the socialist-led government, Plevneliev listed three key tasks for the current 42nd National Assembly.

He called on the parties to join efforts to agree on an essential update of the state budget and the budget of the National Health Insurance Fund, to approve legal changes allowing the caretaker government to sign contracts for external loans and international treaties, and to ensure a functioning Bulgarian National Bank (BNB) which inspires confidence in the banking and financial system.

Plevneliev handed a mandate to center-right party GERB (Citizens for European Development of Bulgaria) to form a government, but GERB leader Boyko Borisov rejected it immediately.

Bulgaria's head of state informed that he would hand the mandate to the second biggest party, the Bulgarian Socialist Party (BSP) on Friday, after which liberal party Movement for Rights and Freedoms (DPS) would be given the opportunity to form a Cabinet.

He expressed hopes that the parties would cooperate so that the constitutional procedure is observed and the date set for the early elections, October 5, is kept and Parliament is dissolved on August 6 through a presidential decree.
