Bulgaria's Audit Office Finds Illegal Bill 'Cross-Subsidies'

Illegal cross-subsidies are being practiced between heating and electricity bills in Bulgaria, the National Audit Office has stated in its latest report.

The main auditing body has also found out "no adequate control" is being applied in the electricity and natural gas sectors, according to the website Investor.bg.

Quotas for electricity purchase by the grid operators acting in Bulgaria, which the energy watchdog DKEVR (State Commission for Energy and Water Regulation) were also declared to be "unjustified" and "a concern" for the Audit Office.

The findings made public on Friday were part of a Parliament-requested inspection at the DKEVR covering the period from 2007 to 2013.

Another conclusion, with the office representatives have described as "traditional", are violations in public procurement. Just in a year, more than 345 cases of abuse have been filed by the auditing institution.
