2 Bulgarian Parties, 1 Coalition Received Funding from Unclear Sources

According to the National Audit Office, 25 political formations complied with election fundraising rules, while two parties and a coalition received funding from unclear sources.

The report includes 22 political parties, 7 coalitions, and an initiative committee.

The audit mission includes an inspection for the compliance with Election Code provisions requiring the supply of information on the bank account which services the election campaign and presenting data about the persons in charge of the auditing activity.

According to the report, 24 political formations complied with Election Code requirements for presenting to the National Audit Office information about the bank account which services the election campaign, as well as information about the persons in charge of campaign accounting.

The deadline was not observed by 3 political parties, one coalition and one initiative committee and one party failed to submit the required information to the National Audit Office altogether.

Only one political party failed to observe the deadline for presenting reports on the revenues and expenses during the election campaign, incurring a delay of 15 days.

According to the report, 6 political formations failed to observe statutory requirements for presenting information about the donors, type, aim and amount of donations during the election campaign.

A total of 12 political formations did not present declarations of donors on the origin of the donated funding and 11 political parties failed to submit declarations on the origin of funding provided by their candidates.

According to the report, the unreported revenues of two parties and a coalition amounted to a total BGN 16 920, while five political formations failed to observe the requirement for receiving sums of over BGN 1000 via bank transfer only.

The audited political formations observed the statutory funding threshold for the election campaign. According to the report, a total of 189 natural persons provided or donated over BGN 1000 for the election campaign.

During Thursday's sitting of the National Audit Office, an audit report on the financial management of the Bulgarian Academy of Sciences (BAS) was presented. The report indicated Public Procurement Act irregularities and 6 units of BAS were issued 27 statements of offence.
