Bulgaria Opposes Establishment of Single EU Telecom Market

Bulgaria opposes the establishment of a single telecom market in Europe with common rules for all EU member states at this stage, according to Transport Minister Danail Papazov.

According to a media statement of the Ministry of Transport, Information Technology and Communications, Bulgaria's opposition is explained with the different levels of preparedness of the countries and the extra expenses which the measure will require.

The stance was presented by Papazov at a sitting of the Transport, Telecommunications and Energy Council in Brussels.

During the discussion on a new Regulation of the European Parliament and of the Council laying down measures concerning the European single market for electronic communications and to achieve a Connected Continent, Papazov pointed out that Bulgaria had detected a discrepancy between one of the stipulated goals – to build a single continental telecom network - and the time frame for its implementation.

The integration of the telecom market within short deadlines would not be possible unless the fragmentation between the different EU member states and on a national level was overcome, Papazov stressed.

He claimed that a part of the measures would increase the administrative burden and restrict investments.

"The development of common rules will lead to a substantial change to the existing regimes, which will undoubtedly incur additional expenses," Papazov added.

He declared that an estimation of the market interest in the issuance of permits for the provision of single electronic communication services on an EU level was necessary first, after which detailed procedures had to be outlined for the steps of regulatory bodies, in cases where it would be necessary.

The Bulgarian stance on the proposal for changes to the Regulation was presented to branch organizations in the sector of IT and communications at a sitting of the public council at the Ministry of Transport, IT and Communications and the standpoint received their approval.
