Bulgarians among Top Complainants with Strasbourg Court

Bulgarians are among the most active European citizens to lodge complaints with the European Court of Human Rights in Strasbourg, official data shows.

Bulgarian complaints to be considered by the Court and still pending tower to 8354 as of July 24th, 2013, according to data, presented by at a training at the National Institute of Justice.

Meanwhile, about half of the complaints are inadmissible, the data shows. The number of rebutted complaints last year was 1425, and the number of rulings against Bulgaria is 72 for 2012, 73 for 2011, and 84 for 2010, respectively.

The right to a fair trial is the basis for most of the verdicts against the 47 countries that have ratified the Convention.

The European Court of Human Rights is an international Court established in 1959 and based in Strasbourg. It passes judgment on individual or inter-state complaints alleging violations of civil and political rights stipulated in the European Convention on Human Rights and Fundamental Freedoms.

The Court has been functioning permanently since 1998 and individuals can file their complaints directly. For almost 50 years the Court has delivered more than 10 000 decisions which are obligatory for the respective states.

The Court monitors the recognition of human rights of 800 million Europeans in 47 member states of the European Council that have ratified the Convention.
