Bulgaria May Switch to Voucher-Based Social Assistance Model

Bulgaria's Ministry of Labor and Social Policy mulls introducing a services based social assistance program in the place of social benefits.

Hasan Ademov, Minister of Labor and Social Policy, made clear Saturday that the idea to replace social benefits with vouchers for social services could be applied in several spheres of social assistance as of 2014, provided that the measure was approved by trade unions and employers' associations.

Ademov, as cited by Darik radio, informed that that 7 options for handing out Christmas bonus payments to pensioners were being discussed, adding that the proposal to pay all senior citizens an extra BGN 50 was impossible.

He suggested that the introduction of per-hour vouchers would be the first step towards optimizing the resources earmarked for social assistance.

Bulgaria's Minister of Labor and Social Policy specified that the new voucher-based social assistance model would be open to a range of beneficiaries such as families with children, unemployed aged up to 29, families of persons with disabilities, etc.
