International Law Over Bulgarian One, Says Ex-Constitutional Judge

The Bulgarian Parliament's decision to extend the moratorium on agricultural land sale to foreigners is unconstitutional, according to a former constitutional judge.

"Article 4 of the Bulgarian Constitution states that international treaties have priority over national law", commented Dimitar Gochev, a former constitutional judge, speaking to the Bulgarian National Radio.

He is certain that if the Movement for Rights and Freedoms (DPS) refers the case to the Constitutional Court, it will rule against the parliamentary decision.

Earlier, Bulgarian Foreign Minister Kristian Vigenin expressed his concern that the extension of the moratorium will have serious consequences for Bulgaria's within the EU.

The only legal way for Bulgaria to extend the ban on land sale would be if all other 27 EU member states agree to it.
