?Bulgarian MPs to Attend Extraordinary Parliament Sitting over Budget Update Veto

Bulgarian Parliament Chair Mihail Mikov has called an extraordinary sitting of Parliament at 10 am on August 30, 2013, over the partial veto imposed by President Rosen Plevneliev on the Law on Amending and Supplementing the State Budget Act for 2013.

"Two days ago, I declared that I was not going to use my right under Art. 78, Para. 1 of the Constitution to call a sitting of Parliament because I was hoping that all state institutions would be up to the responsibility entrusted to them under the Constitution and would justify the public trust placed in them.

Today, however, the President returned for revision the Law on Amending and Supplementing the State Budget Act for 2013," Mikov said in a media statement on Wednesday.

He informed that he had also acquainted himself with the stance of Prime Minister Plamen Oresharski about the benefits of a repeat of the public discussion on the issues surrounding the budget revision law with the interested parties.

Mikov noted that he believed it was necessary for MPs to acquaint themselves with the statement of the President and decide whether his reasoning was valid.

He specified that the agenda of the August 30 Parliament sitting would include a discussion on the Law on Amending and Supplementing the State Budget Act for 2013.

President Rosen Plevneliev imposed on Wednesday a partial veto on the Law on Amending and Supplementing the State Budget Act for 2013, saying the Socialist-led government had not shown enough transparency in its use of public money.

He explained that the package of social measures included in the budget update constituted a very small share of the earmarked expenses.

Plevneliev pointed out that there was insufficient information about how the new debt of BGN 1 B would be spent.

He noted that he failed to see serious plans about policies and reforms in support of competition and economic growth.
