Bulgarian Socialist MP Warns about Losses of EU Funds for Human Resources

Kornelia Ninova, MP from the Bulgarian Socialist Party (BSP), has cautioned about losses of EU funds under the Operational Program "Human Resources Development."

"The total value of the program stands at BGN 2 374 000 and includes three basic policies - labor market, education and social inclusion policies. By July 2009, the "Human Resources Development" OP  ranked 14th by absorption rate, and now it is one but last, followed only by Romania. A total of BGN 334 M was scheduled for absorption under the program in 2011, but the sum was actually only BGN 174 M," she commented, as cited by Focus news agency.

Ninova specified that a total of BGN 584 had been scheduled for absorption under in 2012, while the actual sum of absorbed funds under the program had been BGN 730 M.

The socialist MP explained that Bulgaria had absorbed around EUR 300 M in EU funds under the program so far in 2013, out of a target of BGN 730 M.

She argued that the resources under the European OP have not been used to develop the social policies, but to substitute for state budget funds.

"The loss of funds will have serious negative effect on the social sphere as a whole," Kornelia Ninova warned.
