Bulgarian Righists, Liberals Issue 4 Steps to Exit Political Crisis

A number of important out of parliament rightist and centrist Bulgarian parties have united calling the swift resignation of cabinet, the drafting of new election rules and the calling of new snap elections in the fall.

The move comes after close to two weeks of strong anti-government protests in Bulgarian capital Sofia, and a parliament largely paralyzed by the boycott of two parliamentary groups comprising half of MPs - the groups of former ruling party GERB and nationalists Ataka.

The parties behind the proposal, issued to media Wednesday, are rightists Democrats for Strong Bulgaria, liberals Bulgaria for Citizens and Freedom and Dignity People's Party, Bulgaria's Greens, as well as new rightist union Blue Unity.

The four quick steps are formulated as follows:

"1. Friday, June 28 2013, Bulgaria's PM Plamen Oresharski must declare to Parliament that he will resign no later than July 15, 2013.

2. Parliamentary parties must immediately declare that they give up their right to mandate for the formation of a new cabinet within the 42nd Bulgarian Parliament.

3. Bulgaria's President must appoint early parliamentary elections no later than the end of September 2013.

4. Within the time before its dissolution, Parliament must adopt changes in Bulgaria's election code. We take up the commitment to work out, together with civil society, a platform and a united reformist bloc for de-criminalization of politics and a modern governance in Bulgaria."

According to the parties, the proposals are motivated an alleged deep lack of trust of Bulgarians in institutions, including the recently elected parliament, and incapacity of those in power to come up with convincing and working policies.

Bulgaria's 42nd National Assembly was constituted after May 12 snap general elections, and besides GERB and Ataka includes the Bulgarian Socialist Party and the Movement for Rights and Freedoms, who elected the Oresharski cabinet.

A bit over 50% of Bulgarians went to the poll, with some 24% of the votes going for parties that did not make it past the 4% election hurdle.
