Sofia Utility May Adopt 2 Tariffs for Calculating Heating Bills

The committee set up to improve the operations of heating utility Toplofikatsiya Sofia at the Sofia Municipal Council has suggested that heating bills should be calculated on the basis of two tariffs.

Sofia municipal councilors are to discuss the proposal of the committee by the end of the week.

Zafir Zarkov, chair of the committee, told the Bulgarian National Radio that the proposals envisaged measures to stimulate loyal customers, such as a 3% discount upon payment within the deadline, a discount of 50 % on the last heating bill for customers who have switched to a payment scheme of equal installments and on the first bill of customers who are about to switch to this scheme, etc.

Zarkov made clear that all of the proposals had been discussed with the heating utility and some of them had even been suggested by its managing body.

He assured that all proposals were accompanied with the necessary analyses.

The Sofia Municipal Councilor also presented a proposal for the introduction of the so-called "social threshold", a 20% discount on heating consumption of up to 250 KWh, and a progressive decrease of the discount for a consumption rate of up to 1200KWh.

The introduction of the "social threshold" principle was backed by Sofia Mayor Yordanka Fandakova a few days ago, with Fandakova specifying that the changes had to be adopted on a national level because they affected the standard terms and conditions offered to customers of heating utility.
