Sofia Heating Utility to Appeal Fine for Abuse of Dominant Position

Sofia heating utility Toplofikatsia Sofia will appeal the penalty imposed by Bulgaria's Commission for Protection of Competition (KZK) for abuse of dominant position within the statutory deadline of 14 days.

In a media statement issued on Monday, the municipally-owned heating utility says that the decision for the fine is unfair and unjustified.

Earlier on Monday, Bulgaria's anti-trust watchdog imposed a fine of BGN 338 000 on the heating utility for abuse of dominant position on the heating distribution market.

The complaint about the breach of competition laws was submitted by heating accounting company PMU Engineering.

Toplofikatsia Sofia, however, claims in its statement that the complaint of PMU Engineering has been withdrawn and the heating accounting firm has requested a suspension of the proceedings.

"Despite that, KZK decided to not take into account the demand of the heating accounting company and initiated a self-referral on the matter," Toplofikatsiya Sofia says.

The Sofia-based utility also assures customers that their heating bills will not increase due to the fine, adding that Sofianites' bills are based on meter readings.
