FRANKFORT-ON-THE-MAIN - The Sofia correspondent of the "Frankfurter Zeitung" has had an interview with M. Theodoroff, the Bulgarian Minister of Finance, regarding the situation of the Bulgarian Treasury. "The condition of our finances is favorable," said M. Theodoroff, "and we shall he able to fulfill our engagements for many months to come." The war will naturally weigh heavily on our financial situation and on the market. Stocks will decline until our first victory, for the situation of the Bourse will depend on the victory of our armies. You can officially state that our banknotes are covered by a metallic reserve." In London, the Ottoman Embassy announced yesterday evening [Oct. 19] that Turkish warships were blockading the Bulgarian ports of Burgas and Varna. A Constantinople telegram states that Varna has been bombarded.
