Bulgaria has refused to hand over to the Irish authorities former Bulgarian football referee Momchil Vraykov, who is suspected of bank card frauds.

At the end of last month Vraykov was arrested in the city of Plovdiv on allegations of large-scale bank card draining worth millions of euros.

Vraykov was detained on a European arrest warrant by the Bulgarian authorities after being declared wanted by the Supreme Court in Dublin.

The 39-year-old former referee has a trial against him in Ireland, on allegations of bank card draining.

The Bulgarian court has demanded that Ireland provides guarantees that Vraykov will be extradited back home to serve his sentence after the trial is over.

Due to the lack of response on behalf of the authorities in Dublin, the Bulgarian court has rejected their request.

Vraykov was first arrested in February 2011 in Dublin in connection with this, but was released due to lack of sufficient evidence.

A second arrest followed in Antwerp in April this year on charges of bank card forgery and participation in an organized crime network.
