Bulgarian Trade Union Proposes Measures for Boosting Budget Revenue

Plamen Dimitrov, President of the Confederation of Independent Trade Unions in Bulgaria (CITUB), has proposed four measures aimed at securing extra budget revenues to implement the 10% increase in pensions from January 2013 and for other social benefits.

Dimitrov announced Tuesday he would present the concrete steps at the sitting of the National Council for Tri-Partite Cooperation of the government, employers, and trade unions scheduled to take place later the same day.

The CITUB President suggests the following measures: bank transfer should be the only payment method in companies with over 10 employees, the non-payment of social security contributions should be criminalized, sums of over BGN 5000 should only be paid via bank transfer, and the officials of the National Revenue Agency (NRA) should be given investigative powers.

Dimitrov believes that the measures will reduce the grey economy and will bring an extra sum of around BGN 400 M into the state budget.

According to the CITUB President, the sum of BGN 140 M which will be necessary to increase pensions from January 1, 2013, should be set aside from the total.

Apart from the 10% increase in pensions from the beginning of 2013, CITUB also suggests increases in unemployment benefits and an upward revision of child benefits from BGN 270 to BGN 290.
