Four men have been arrested in the northern Bulgarian city of Pleven after the police revealed their plan to blow up a local businessman.

The bomb plot provided for the murder of a businessman, it was ordered by one of his debtors, and was planned to be executed by blowing it up with a mobile phone, the police said.

The bomb was found by accident on Monday, just meters away from the locations where Bulgarian Prime Minister Boyko Borisov and Parliament Chair Tsetska Tsacheva participated in ribbon cutting ceremonies.

It led the local police to seal off for 1.5 hours on Monday a large perimeter in downtown Pleven where the explosives were found.

The bomb was only discovered since it actually fell off the potential victim's car where it had been stuck by the perpetrators; it was found very close to the building of the District Police Directorate in the city.

According to the police, the bomb plot in Pleven had no connection whatsoever with the visit of Prime Minister Boyko Borisov in the city.
