Bulgaria to Process All EU Project Proposals Electronically

Projects vying for EU funding will only be submitted and processed online in the 2014-2020 programming period, according to Bulgaria's EU Funds Minister Tomislav Donchev.

Donchev told journalists Friday that the biggest advantage of electronic document submission was the substantially reduced incidence of bribery.

He added that the electronic processing of documents would make the system more transparent because it allowed for uninterrupted monitoring of the entire process.

Donchev also explained that the new system would also make it possible to hold public officials accountable for unreasonable delays.

He went on to say that the electronic system would also save paper, reduce companies' transport costs and allow them to submit the documents at any time of the day and on any day of the week.

Bulgaria's EU Funds Minister specified that the electronic submission of documents was in force for three operational programs at this stage – the Human Resources OP, the Regional Development OP and the Technical Assistance OP.

Delyan Dobrev, Minister of Energy, Economy and Tourism, vowed recently that the electronic submission of projects would soon enter into force for the Competitive Power OP soon.

Donchev reported Friday that a total of 292 project proposals had been submitted electronically under the three operational programs, the majority of them (233) seeking funding under the Human Resources OP.

He added that the Regional Development OP had attracted 49 project proposals and the Technical Assistance OP 10 project proposals.
