Angel Iliev Elected Sofia Appellate Prosecutor

Bulgaria's Supreme Judicial Council, VSS, was finally able to elect Thursday Angel Iliev as Sofia Appellate Prosecutor.

Iliev was elected with 18 votes after a run-off with Vicho Vichev, who is the Administrative Head of the Sofia Appellate Prosecutor's Office.

In addition to the two, the other candidates were Bozhidar Dzhambazov, a Deputy of the Administrative Head of the Sofia City Prosecutor's Office (as was Iliev), and Stoycho Nenkov, a prosecutor at the Sofia Appellate Prosecutor's Office

During the meeting, Chief Prosecutor, Boris Velchev, reiterated that Dzambazov was his favorite.

This was the third attempt to elect Sofia's top appellate prosecutor.

Angel Iliev was born on May 13 1969 in the town of Bansko and is a graduate from the law school at the Southwestern University in the city of Blagoevgrad. He obtained his diploma in 1997.

Since 1998, he worked as a judge in the Razlog District Court. He became prosecutor with the Sofia City Court in 2006, and in 2009 – Deputy City Prosecutor.

In January 2012, with a decision of VSS, Iliev was promoted to prosecutor at the Supreme Prosecutor's Office of Cassations and the Supreme Appellate Prosecutor's Office.

He has completed a course on European Law at the National Justice Institute.

In mid-March 2012, none of the three main candidates –Bozhidar Dzambazov, and two Deputy Appellate Prosecutors of Sofia, Galina Stoyanova, and Yordan Stoev, was able to collect the required 13 ballots.

At that time, the selection had already been postponed once for the same reason.

Despite Velchev's endorsement, Dzambazov's strongest opponent ended up being VSS member Nestor Nestorov, who reminded of a 2006 scandal when the name of the candidate was connected with a defendant charged with the distribution of child pornography. Nestorov, whose name had also been tangled in several scandals, failed to address Dzambazov on the issue during the hearing, and raised it during the vote. Velchev demanded to call the candidate back to answer questions, but it did not happen.

In 2006, Dzambazov's name and phone number were discovered in the phone book of the said child pornography distributor. He admitted knowing the man through some common friends, but denied ever been close to him.

After the vote, Velchev told the media that he had no worries over the pornography scandal because the probe had fully cleared his favorite. Dzambazov announced he will run again.

Velchev stormed out of the VSS meeting immediately after the results became known, saying it had been a disgrace and "a tasteless, cowardly behavior of people who think something, but don't dare to say it out laud."
