Bulgaria's Parliament has set down the rules of procedure for the appointment of members of the Supreme Judicial Council (VSS) from the parliamentary quota.
The proposals for nominees for VSS members from the parliamentary quota are to be submitted with the Parliament's Clerk's Office and subsequently transferred to the specialized standing committee within the period July 11 – July 24.
"The proposals, alongside detailed CVs of the candidates, are to be published within three business days from their submission on the specialized website devoted to the topic," Iskra Fidosova, Chair of the Parliamentary Legal Committee explained.
The website will provide the names of the candidates and the motives of the MPs who proposed them.
"Within 14 days of the publication of the publication of the list of nominees, each one shall have to present a concept paper for their as a VSS member and a property declaration and a source of funds declaration," Fidosova told journalists Wednesday.
The hearing of the candidates for VSS members by the Parliamentary Legal Committee has been scheduled for September 11, 2012, at the Plenary Hall of the Parliament.
Fidosova explained that the nominees would be evaluated on the basis of their moral and professional qualities.
The open sitting of the Parliamentary Legal Committee on the appointment of VSS members will be aired online in real-time on the specialized website devoted to the topic.
The heating will also be streamed in English to enable officials in Brussels to monitor the proceedings.
VSS, the 25-strong governing body of Bulgaria's judiciary, consists of a parliamentary quota (11 members), a judicial quota (11 members) and the Chairs of the Supreme Administrative Court (VAS), the Supreme Court of Cassation (VKS) and the Chief Prosecutor.
