UN and Arab League specia envoy for Syria Kofi Annan has praised talks with Syrian President Bashar Al-Assad as "constructive."

Annan said that he and Assad agreed on a peace plan, which the UN envoy will go ahead and present to the forces of rebels trying to oust the Syrian President.

The UN envoy did not give much details about the new plan, but said it will first target limiting violences in those areas of Syria where bloodshed is fiercest, and then would gradually encompass the whole country in a number of steps.

At the same time, Russian deputy Minister of Foreign Affairs Mikhail Bogdanov has proposed a new format for multilateral talks on the Syrian crisis.

In particular, Bogdanov invited representatives of Syria's opposition to go out of the so-called "Friends of Syria" framework and talk to states that have "a more balanced" position regarding the crisis.

The Russian FM deputy further called for regular meetings of the so-called "action group for Syria" to take place in Moscow.

Sunday Syrian President Assad had accused the USA for taking a biassed position in the conflict and actively helping the rebels.
