Bulgaria's Quake-Struck Pernik Gets Municipal Accounts Frozen

Two companies based in Sofia and Blagoevgrad have frozen the accounts of the Pernik Municipality over unpaid for public procurement orders, according to Rositsa Yanakieva, Mayor of the western Bulgarian city.

Yanakieva admitted Tuesday that the municipality owed money but called the injunction "immoral" in view of the current situation in Pernik, which was hit by a strong, 5.8-magnitude earthquake on May 22.

She explained that the Sofia-based company had been issued a writ of execution for BGN 37 000, while the Blagoevgrad-based firm had acted on the basis of a collateral of BGN 78 000, which she said was against the law.

Yanakieva vowed to appeal the claim filed by the Blagoevgrad-based firm.

The Mayor of Pernik declared that some companies carrying out repair works at municipal buildings had already stopped construction activities.

"They have already invested quite a lot of their own money and we still cannot afford to pay them," Yanakieva stated.

She said that she had asked earlier on Tuesday for the transfer of some BGN 100 000 from the countervailable subsidy of the Pernik municipality, BGN 160 000 in concession fees for 2011 and another BGN 60 000 paid by the municipality for medicines of people with disabilities.

"So far there have been no receipts," the Mayor of Pernik pointed out.

The 14-day period, during which citizens of Pernik were to file claims for compensations for damage caused by the May 22 earthquake, expired on Monday.

The municipal administration in the city said it had received a total of 6458 claims.

The Pernik municipality also reported that it had received 125 requests for temporary shelters, all of which had been fulfilled, with 463 people accommodated in 36 caravans and 105 tents.
