Kuneva's Movement Calls for Electoral Change in Bulgaria

The Citizens for Bulgaria movement headed by former EU commissioner Meglena Kuneva has called for extensive revisions of Bulgaria's election procedures to ensure more effective and fair voting.

"It is high time that the votes of Bulgarian citizens get to be heard, not bought," said Kuneva.

One of the leading measures proposed by the movement is the creation of a permanent electoral administration under Bulgaria's president.

Up to now, Bulgaria's elections have been organized by an ad hoc Electoral Commission appointed by the government for the given election.

Kuneva also stressed on the need for a through revision of the lists of citizens who can vote to eliminate any "dead souls" who can be misused for election rigging.

The former European commissioner further restated her idea of introducing electronic voting in Bulgaria which could eliminate irregularities with vote counting.

Bulgaria's October 2011 simultaneous presidential and municipal elections, in which Kuneva ran for president, were marred by a string of various violations unprecedented in scale for recent Bulgarian history.
