Bulgaria's Gas Stations to Report Real-Time to Revenue Agency

By end-March 2012, all filling stations in Bulgaria must install automated electronic systems reporting volumes of fuel sold to the revenue administration.

All fuel retail sites in the country were required to start reporting turnovers electronically to the the National Revenue Agency (NRA) from the beginning of 2011.

Under the new requirement, fuel traders willl have to provide data about the quantities of fuel sold alongside the financial reports.

The existing electronic systems will be equipped with level gauges allowing the revenue athorities to monitor fuel volumes passing through fuel dispensers and quantities stored at filling stations' reservoirs real-time.

Starting January 2011, close to 3000 filling stations were required to electronically connect cash registers to NRA's information system, thereby enabling the automatic submission of data about daily turnovers to the revenue authorities.

A total of 269 fuel retail sites were closed or did not open for work over non-compliance with the new regulatory regime.

NRA statistics showed that the step resulted in a BGN 24 M increase in filling stations' declared turnovers despite the decreased fuel consumption in the country.

By end-March 2012, all traders in the country accepting cash payments must connect cash registers to the revenue authority or face a fine of up to BGN 10 000 or forced closure.
