German Chancellor Angela Merkel warned from Cannes, France, she was expecting from Greece actions, not announcements.

She made the statement in connection with words of Greek Prime Minister, George Papandreou, about a possible U-turn on his intentions to call a referendum on the EU bailout package, saying that Greece's membership in the euro zone is not in question.

Merkel told journalists at the G20 emergency meeting in Cannes to discuss the euro zone debt crisis that the most important issue now is concrete action while the top priority is to say "yes" to the October 27 bailout.

Papandreou surprised European leaders and stirred large-scale turmoil by announcing plans for a referendum on the bailout, which was set to give the heavily indebted Greek government EUR 130 B and a 50% write-off of its debts, in return for deeply unpopular austerity measures. Under growing international pressure, he conceded to give up on the referendum if the country's opposition endorses the package.

The German Chancellor reiterated Thursday evening that the six tranche from the loan to Greece would not be released if Athens continues to not approve EU terms.

On Wednesday, she characterized Papandreou's proposed vote as a game of poker.
