The African Union will not be unanimous on recognizing the Transitional National Council in Libya, according to diplomats.

The rebel government will not be explicitly recognized, a western diplomat has said, as cited by BBC.

The Federal Government of Nigeria and the Republic of South Africa have already different positions on the change of government in Libya.

While Nigeria was among the first African Union countries to officially recognized the Transitional National Council, the Republic of South Africa has declared no intention of doing so or assisting the rebels by any means.

A total of 20 of the 54 African Union members have already individually  recognized the Transitional National Council, according to officials.
