Libya's rebel government, the Transitional National Council, has completed the move of its headquarters from Benghazi to Tripoli amidst continuing fighting against dictator Mummar Gaddafi's forces, its board chairman announced in Rome.

Mahmoud Jibril, Chairman of the Executive Board of the Benghazi-based National Transitional Council, said at a news conference in the Italian capital Thursday afternoon that the rebel administration's headquarters were already in Benghazi, as cited by the BBC.

His statement has been described as a "surprise" because earlier Libyan rebel officials stated the relocation would be delayed. The moving had started overnight.

Heavy fighting in Tripoli has been reported to be going on in some parts of the city early Thursday morning, with surviving pockets of resistance by Gaddafi loyalists.

This, however, has not prevented the institutions of the rebel Transitional National Council from starting to move their offices to the Libyan capital from their permanent base in Benghazi in Eastern Libya, which hosted them for six months.
