The regime of Libyan dictator Muammar Gaddafi controls 80% of the capital Tripoli in spite of the rebels' offensive, a Gaddafi spokesperson has said.

"Tripoli is now in a much better state that it was yesterday," Libyan government spokesman Moussa Ibrahim told the pro-Gaddafi Al-Urubah TV shortly before midnight on Monday.

"80% of Tripoli is under complete control [of the regime]. If I am wrong, then it may be 75%," he is quoted as saying, thus contradicting rebels' claims made earlier that they were in control of 80%-95% of the city of Tripoli.

Moussa Ibrahim further said Col Gaddafi and his sons were "doing well".

"The leader is doing well, his sons are doing well and leaders commanding the political and well as the military battle are doing well. The Libyan state still exists," he stated, adding,

"The Libyan leader is steadfast, he is in Libya, leading the battle himself. We are under his command. His sons are in Libya as well, fighting and giving their blood."

The Libyan government spokesman also repeated a denial that Saif al-Islam Gaddafi has been captured. "As for Saif al-Islam, they are dreaming and wishing for [his capture]," he says.
