Bulgarian Hackers Number 1 in World in ATM Skimming

A training anti-hacker course is being held for the first time in Bulgaria, Alexander Kirkov, a representative of the Computer Safety Association announced Wednesday.

The course has the goal to give participants practical skills in the fight against hacker attacks. It will be a week-long and both trainers and participants are computer experts.

Kirkov points out hacker attacks all over the world have been going out of control recently, inflicting damage of USD millions, adding Bulgaria must have a specialized authority employing highly qualified computer experts, able to defend national interests and security from potential hacker attacks.

The computer specialists further points out Bulgarian legislation in the matter is aligned with the European and international one regarding actions against computer crimes, but the country has not established practices when it comes to typical computer crimes.

Bulgarian hackers are known as some of the leading in the world with one of their first large-scale operations being hacking on June 11, 1999, the internet site of the American Senate, when the so-called Varna Hacker Group left messages for the Senators.

Four Americans were charged with computer fraud in March 2010 over hiring Bulgarian hackers to access a site for ticket sales and acquiring illegally 1.5 million of concert tickets valued at USD 25 M.

Bulgarian hackers are considered number one in the world in making ATM skimming devices and Bulgarians have been sentenced or tried for credit card fraud in almost all European countries.

Kirkov reminds that not even one person had been sentenced in Bulgaria so far for a typical computer crime mainly because proving such crime is very difficult.
