Bulgaria's Two Sacred Cows - Judiciary & Police

The recent damming report by the Open Society Institute on Bulgaria's justice and home affairs expenditure, shows that both the police and judiciary are vastly over staffed and absorbing vast amounts of money in order to maintain their present staffing levels.

The figure is a staggering, twice as much as the EU average and everyone knows its not value for money as they are both unless and archaic in all aspects of their work. You only have to look at the condition of the average policeman (over weight and badly turned out), to see how much work he is doing and to what standards.

Borisov was a Major General in the police so surely he is aware of the vast wastage and the image it's creating by not being able to do anything correctly.

With a useless police force and an inept judiciary there's no chance to ever get Bulgaria to carry out reforms to anything, while these monolithic departments continue to run the way they are.

Everywhere the axe is falling and the cuts are deep in these hard times, but not it seems in the police and judiciary departments.... These are the exceptions along with the Ministry of the Interior that has over fifty thousand employees ........ Doing what??

Borisov "the super highways and waste deposal builder" should be focusing on the things where real savings can be made and not be nepotistic with his old chums that are enjoying the " gravy train" and getting fatter on the backs of others!!
