The embargo is expected to cover as well military hardware as goods which could be used to crack down on pro-democracy demonstrators. It is still unclear which members of the regime will be affected asset freeze and visa ban decisions, which are to be formalized next week.

Last Sunday, EU denounced strongly the Libyan governments' bloody crackdown against pro-democracy protesters and urged an end to the violence. However, they decided not to impose sanctions.
