Bulgarian Audit Office Director Reappointed for 2nd Term

The Director of the Bulgarian National Audit Office (NAO), Valeri Dimitrov, was appointed by the ruling GERB party for a second term in office.

The Director of the Bulgarian National Audit Office (NAO), Valeri Dimitrov, took the oath of office for his second term before the Parliament Wednesday.

The decision to reappoint Dimitrov at the post was submitted by the Chair of the Parliamentary Budget Committee, Menda Stoyanova, who is a Member of the Parliament from the ruling, center-right Citizens for European Development of Bulgaria (GERB) party.

Stoyanova stressed on Dimitrov's extensive experience in the financial sector and called him the guarantee NAO reforms would be implemented and top international audit practices would be applied.

The right-wing "Blue Coalition," and the far-right, nationalist Ataka party also supported Dimitrov's nomination. The opposition Bulgarian Socialist Party (BSP) voted against.

BSP MP, Maya Manolova, stated Dimitrov's appointment is in contradiction with the new NAO Act, because its amendments ban the reelection of the Office's head and require 15 years of service for the candidates.

Stoyanova countered the new Act has new rules and it was perfectly legal to give Dimitrov a second term.

According to the new Act, the NAO Director has the authority to dismiss high-ranking managers over violations of the law and failing to adhere to NAO recommendations.

The first 9-year term of Dimitrov was to expire in April 2014. But due to the new NAO Bill which was passed in November 2010, reducing the term to 6 years, the NAO Director had to be reappointed.

GERB say Dimitrov's second term is a prime example they are not doing political purges after coming to power and are keeping people who have the right credentials.
