Bulgarian Official Rejects Claims PM 'Stole' Rouseff's Invitation

Bulgaria's Foreign Ministry has received a form invitation for the inauguration of Brazil's President-elect, Dilma Rouseff, the Ministry spokesperson, Vesela Cherneva, explains.

Cherneva's statement comes on the heels of Monday media reports Prime Minister, Boyko Borisov, has been invited to attend the ceremony for the inauguration of Brazil's new President from Bulgarian-descent on January 1, 2011.

The spokesperson was asked to clarify Tuesday to whom exactly the invitation has been addressed after the site Argumenti-bg.com published an article titled "Did the PM Steal the Role of Head of State," claiming the invitation had been concealed from President, Georgi Parvanov.

Cherneva explained this was an official form invitation, sent to many countries, and extended to either the Head of State or the Head of the Cabinet. She further informed it was Foreign Minister, Nikolay Mladenov, who made the decision in favor of the PM.

When asked if such decision was Mladenov's authority, and if it was legal, the spokesperson replied there is no legislation pertaining to the matter and the invitation is given to the Foreign Ministry to decide who should receive it.
