Bulgaria's new Ombudsman, Konstantin Penchev, was born on March 21, 1952 in Sofia. He has a Law Degree from the Sofia University (1976) and has specialized in France in the area of competition protection (1991).

From 1977 until 1978 he was an intern wiht the Sofia City Court and then became Junior Judge with the same institution.

From 1981 to 1984, Penchev was the Chair of the District Court in the town of Svoge.

From 1984 until 1986, he worked as an expert with the "Contracts and Legal" Department with the Foreign Affairs Ministry. In 1986, Penchev became a magistrate with the Sofia District Court where he remained until 1989, and was elected Deputy Chair of the same Court for the 1989 – 1994 period.

From 1994 until 2004, Penchev worked in private law practice. He was a Member of the 39th General Assembly (2001 – 2004) and a founder and member of the party of former Tsar and Prime Minister, Simeon Saxe-Coburg, National Movement for Stability and Prosperity.

On March 22, 2004 Penchev was elected Chair of the Supreme Administrative Court and remained at the post until now.

He is married and has two children.
